Seven years of direct state-side program operations during Louisiana's post-Katrina recovery period, progressing from entry-level grants management to Problem Resolution Officer II — the agency's senior eligibility dispute and documentation authority. Responsibilities included managing complex FEMA PA portfolios across multiple parishes, serving as designated problem resolution authority for eligibility disputes and documentation deficiencies, collaborating directly with FEMA representatives and auditors, and designing and delivering a formal onboarding curriculum that replaced an informal trial-by-fire model and reduced ramp time from months to structured readiness. Received Outstanding Performance recognition for training development and contributions to Louisiana disaster recovery operations.

Two separate engagements spanning eight years across Grant Thornton and CohnReznick, covering regional delivery leadership, program stabilization, and statewide training architecture. Directed recovery delivery across Texas Regions 1, 4, and 5 — representing a substantial portion of the state's geographic footprint. Inherited and stabilized distressed applicant portfolios, resolving aging submissions, documentation gaps, and strained stakeholder relationships. Designed and implemented a SharePoint-based SOP and knowledge system subsequently adopted practice-wide. Built onboarding and continuing education programs that reduced new staff ramp time from months to operational readiness within weeks. Led winning proposal development for TDEM training initiatives and developed corresponding course architecture and instructor manuals. Selected by TDEM to present at the Texas Emergency Management Conference on operationalizing FEMA PA and strengthening statewide recovery execution.
