Waypoint Advisory is led by an experienced public sector advisory practitioner with more than fifteen years of experience supporting complex, publicly funded programs across disaster recovery and large scale grant initiatives. The firm was founded to bring practical, compliance driven leadership to environments where funding, oversight, and operational realities intersect under sustained scrutiny.
As Principal, Joey Gallo is responsible for shaping Waypoint’s delivery approach, technical standards, and client engagements, with a focus on defensible program design, audit readiness, and consistent execution across jurisdictions.
Leadership Background
Mr. Gallo brings a senior advisory background spanning federal disaster recovery programs, state administered grant initiatives, and large scale funding efforts authorized under FEMA, the CARES Act, and the American Rescue Plan Act. His experience includes direct leadership roles supporting FEMA Public Assistance and Fire Management Assistance Grant programs, as well as advisory and training leadership for statewide recovery and grant management efforts.
Prior to founding Waypoint Advisory, he served as a Senior Manager in Government and Public Sector Advisory, leading complex recovery and grants management engagements for state and quasi public clients across multiple operating environments. His work spanned programs administered in Texas, Louisiana, New Jersey, Georgia, Illinois, California, and other jurisdictions, supporting agencies and partners operating under varied governance structures, funding authorities, and delivery models.
Across these engagements, his focus remained consistent: translating evolving federal requirements into clear execution standards that delivery teams could apply confidently while remaining aligned with audit and oversight expectations. His experience includes developing and delivering practical training and video based communication used to support statewide delivery teams, executive stakeholders, and proposal efforts across multiple recovery programs. He has also been invited to speak and regularly volunteers as a presenter at emergency management and public sector conferences nationwide, contributing practical insights drawn from real world program delivery and oversight experience.

Mr. Gallo is a Certified Emergency Manager and holds certifications through the FEMA Emergency Management Institute. He earned his undergraduate degree from Louisiana State University.
